    摘要:

    随着特高压交直流通道和大型能源基地的快速发展,中国电网表现出明显的全网电力电量平衡一体化特征,对现有分省平衡、各级调度弱耦合的现有调度计划业务模式提出了新的挑战。为此,文中提出了一种适用于工程实践的综合考虑发电侧多元能源发电互补特性、特高压线路输电运行特性、用电侧柔性负荷响应特性的全网发—输—用发电计划一体化优化模型。建立的发电侧多元能源互补模型,可降低清洁能源并网功率的波动性,提升清洁能源消纳;建立的用电侧柔性负荷响应模型,可配合发电侧功率调整,增加消纳清洁电能消纳空间;建立的连接能源基地与负荷中心的交直流输电通道功率模型,可全局考虑送受电网发用电特性,降低电网整体运行成本。基于中国某跨区互联电网系统的实际数据,验证了所提模型的有效性。

    Abstract:

    With the rapid development of ultra-high voltage AC and DC channel and the increase of large-capacity power bases, power system in China shows obvious integration characteristics of power balance in entire power grid, which poses new challenges to the existing model of scheduling plan with provincial balance and weakly coupled dispatching at all levels. For this reason, an integrated optimization model of power generation-transmission-utilization planning for the entire power grid is proposed, which is suitable for engineering practice and takes the characteristics of multi-energy generation complementarity into account on the generation side, as well as transmission operation characteristics of ultra-high voltage lines and flexible load response characteristics on the demand side. The model of multi-energy complementarity on generation side is established, which can reduce the fluctuation of clean energy and improve the accommodation of clean energy. The flexible load response model on the demand side is established, which can coordinate with the power adjustment of the power generation to improve the accommodation space of clean energy. The power model of transmission channel is established to connect the energy base with the load center, which can globally consider the characteristics of power generation and consumption of power grid on sending and receiving ends, the operation cost of the entire gird is reduced. Based on the actual data of a cross-regional interconnected power grid in China, the validity of the proposed model is verified.
