美国电力市场环境下抽水蓄能调度模式分析及启示

摘要:

抽水蓄能在促进发电资源优化配置、维持电网安全稳定运行方面发挥着重要的作用,合理的抽水蓄能调度模式能够最大化运营商的运行收益和系统效益。美国在电力市场机制和抽水蓄能调度模式方面有成熟的经验,文中主要梳理了美国电力市场环境下抽水蓄能的3种调度模式:自调度、半调度和全调度,比较分析了优化目标、运行约束、优化效益等主要环节的具体实践及应用区域,此外,通过给定地区内抽水蓄能和火电机组联合调度为例,分析了3种调度模式下优化结果的差异及原因,最后,在总结美国抽水蓄能调度模式的基础上,提出了对中国电力市场环境下抽水蓄能调度模式的启示。

Abstract:

Pumped storage plays an important role in promoting the optimal allocation of power generation resources and maintaining the safe and stable operation of power grid. Reasonable pumped storage dispatch mode can maximize the operating income and system benefits of operators. The United States has mature experience in power market mechanism and pumped storage dispatch mode. This paper mainly sorts out three dispatch modes of pumped storage in the American power market environment: self-dispatch, semi-dispatch and full-dispatch, compares and analyzes the specific practices and application areas of optimization objectives, operation constraints and optimization benefits. Besides, the paper analyzes the differences and reasons of optimization results under the three dispatch modes through an example of joint dispatch of pumped storage and thermal power units in a given region. Finally, based on the summary of the pumped storage dispatch mode in the United States, the paper puts forward the enlightenment of pumped storage dispatch mode in power market environment in China.
