摘要:
      针对省级控制区在电网调峰或事故处置等特殊时段存在备用不足的问题,提出省级控制区灵活组合控制的架构和控制策略,区域电网调控中心按照相邻区域备用共享等原则统筹全网决策,灵活选择省级控制区参与联合控制。分调AGC基于现有各省级控制区边界模型和ACE计算方式,同时计算各子控制区ACE后叠加快速得到组合控制区ACE,结合省调实时上送的省网备用等实时信息,考虑最低预留备用、频率偏差系数、省内实际可调等因素,兼顾省间、省内断面安全约束对大控制区ACE进行优化分配,最后经过安全校验下发给省级控制区进行控制,从而打破省间壁垒实现控制区间备用的实时共享和事故下的紧急支援,减少控制区之间反向无谓调节,并通过实际运行效果验证了控制策略的有效性。
Abstract:
      Aiming at the problem of inadequate reserve of provincial control areas in special periods such as peak load regulation or accident disposal, the structure and control strategy of flexible combination control for provincial control areas is proposed in this paper.First of all, the models of provincial control areas are built in regional power grid dispatch AGC, then such as reserve information of provincial grid is sent in real-time,and provincial control areas are selected to participate in joint control flexibly, finally considering minimum reserve,frequency deviation coefficient or actual adjustable reserve, ACE of the combined control areas are distributed and sent to provincial grid for execution after security check. Breaking the provincial barriers to reserve sharing and emergency support in case of accidents are achieved while reducing the unnecessary regulation of control areas. The effectiveness of control strategy is verified through the actual operation.
