      提出了三种基数偏差电量的结算处理方法,能适应不同的基数电量收益分配需求。预期收益补偿方法对超发电量按其发电成本、欠发电量按其预期收益进行补偿,使得机组实际发电收益基本不受基数偏差电量的影响;偏差电量替代撮合方法采用事后发电权交易的方式,鼓励低成本超发电量对欠发电量进行替代发电,交易双方均可获得收益;平均价差补偿方法在电量替代的基础上,预留部分收益对未成交超发电量进行补偿,兼顾个体主动性与整体均衡性。基于国内某省网6台机组的基数电量实际执行数据为基数构建了三个算例,验证了本文处理方法的有效性。
Abstract:
      Three settlement methods for base imbalance energy are proposed, which can meet the demands of different base energy income distribution. The expected revenue compensation method compensates the positive imbalance energy according to its generation cost and the negative imbalance energy according to its expected revenue, so that the actual generating revenue of the unit is basically not affected by the imbalance energy. The imbalance energy replacement method adopts the pattern of post generation right trade to encourage the positive imbalance energy with low cost to replace the negative imbalance energy, and both sides of the tansaction can obtain revenue. On the basis of the energy replacement, the average price difference compensation method reserves part of the revenue to compensate the unsettled positive imbalance energy, taking into account individual initiative and overall equilibrium. Case studies are conducted based on the actual operational data of 6 units in a provincial power grid of China. The results have validated the effectiveness of the methods proposed.
