摘要:
      近期,可再生能源消纳问题已经成为能源低碳转型的主要瓶颈,为解决这一问题,有针对性地在发电侧设计了一种尽量保证绿色证书供需平衡的可再生能源配额制以及其配套的绿色证书交易机制,其中将上期可再生能源发电情况作为设定本期可再生能源单位发电量所获得的绿色证书数的依据之一;将上期化石能源配额完成程度作为设定本期化石能源发电商配额目标的依据之一。根据电力批发市场和绿色证书交易市场的寡头竞争特点,建立多寡头非合作博弈模型,对设计的机制进行模拟仿真。结果表明,设计的机制对促进可再生能源消纳具有显著作用。
Abstract:
      Recently, the issue of renewable energy accommodation has become the main bottleneck of energy low-carbon transformation. To solve this problem, a renewable portfolio standard system as well as its supporting tradable green certificate mechanism is proposed on the power generation side that considers as far as possible to ensure the balance between supply and demand of green certificates. In the tradable green certificate market, the renewable energy generation of the previous period is taken as one of the basis for the quantity of green certificates obtained for the current period production of renewable energy units, and the completion level of the previous fossil energy quota is regarded as one of the basis for setting the quota of fossil energy producer during the current period. According to the characteristics of the oligopoly competition in the wholesale electricity market and the tradable green certificate market, a multi-oligopoly non-cooperative game model is established to simulate the designed mechanism. The results show that the designed mechanism has a significant effect on promoting the accommodation of renewable energy.
