摘要:
      为适应不同的基数电量收益分配需求,提出了预期收益补偿方法、偏差电量替代撮合方法、平均价差补偿方法3种基数偏差电量的结算处理方法。预期收益补偿方法对超发电量按其发电成本、欠发电量按其预期收益进行补偿,使得机组实际发电收益基本不受基数偏差电量的影响;偏差电量替代撮合方法采用事后发电权交易的方式,鼓励低成本超发电量对欠发电量进行替代发电,交易双方均可获得收益;平均价差补偿方法在电量替代的基础上,预留部分收益对未成交超发电量进行补偿,兼顾个体主动性与整体均衡性。以国内某省网6台机组的基数电量实际执行数据为基数构建了3个算例,验证了该处理方法的有效性。
Abstract:
      To meet different demands in revenue distribution of base generated energy, three settlement methods for unbalanced base generated energy are proposed, i. e. the expected revenue compensation method, the unbalanced generated energy replacement method and the average price difference compensation method. The expected revenue compensation method compensates the positive unbalanced generated energy according to its generation cost and the negative unbalanced generated energy according to its expected revenue, so that the actual generation revenue of the unit is basically not affected by the unbalanced generated energy. The unbalanced generated energy replacement method adopts the pattern of ex-post generation right trade to encourage the positive unbalanced generated energy with low cost to replace the negative unbalanced generated energy, and both sides of the transaction can obtain the revenue. On the basis of the unbalanced generated energy replacement, the average price difference compensation method reserves some of the revenue to compensate the unsettled positive unbalanced generated energy, taking into account individual initiative and overall equilibrium. Case studies are conducted based on the actual operational data of 6 units in a provincial power grid of China and results validate the effectiveness of the proposed methods.
