摘要:
      长期以来,“两个细则”在激励发电企业设备改造、增加调频辅助服务供给、提高调频辅助服务质量等方面起到了显著作用,但也存在补偿与考核机制有待完善、市场化价格机制尚未形成、辅助服务资源配置效率有待提高等问题。为以市场化方式进一步激励发电机组提升调节能力,研究建立山西电力调频市场及相应机制。山西电力调频市场机制设计,以调频服务供应成本最小化为目标,综合考虑机组报价和调频性能两方面因素确定调频机组,并按其实际调频贡献和调频效果支付补偿费用。山西电力调频市场的运行结果表明,市场竞争机制能够激励机组提高调节性能、优化调频资源配置、提升电网总体调频效率、引导新兴技术和产业发展。文中在介绍山西电力调频市场机制设计与运营实践的基础上,总结提炼调频市场的运营效益,并提出下一阶段调频市场深化发展完善的建议。
Abstract:
      For a long time, the “two rules” has plays an important role in encouraging the power plants to upgrade the equipment, raising the supply of power regulation services, enhancing the quality of power regulation services. However, there are some problems of the existing rules, such as mechanisms of compensation and evaluation, which should be completed, the market pricing rule has not been established, the efficiency of the regulation service allocation needs to be improved. In order to encourage the generator units to improve their ability for regulation by market-oriented way, the regulation service market and the corresponding mechanism in Shanxi are studied. The mechanism design of the Shanxi regulation market is to minimize the total regulation service provision cost considering both the bidding price and regulation performance to select the units to provide regulation service. Afterwards, the regulation units are paid considering their actual regulation mileage and effects. The operation results of Shanxi regulation market show that the market mechanism can encourage the units to improve their performance, optimize the regulation resource allocation, enhance the overall regulation efficiency of Shanxi power system, guide the novel technique and industry development. This paper introduces the mechanism design and operational practice, summarizes the operational benefits, and the deepening development and improvement suggestions in the future are proposed.
