To execute time-of-use power price can change users' electricity-consuming characteristics，which will shift peak load，reduce generating and power supplying cost and improve efficiency of using resources. It will， however， give rise to the risk for decreasing benefits of some power supply companies. Thus， a linkage model optimized by two steps is presented with the generating side and the retail side taken into account: firstly， optimizing the time-of-use power price of the retail side based on users reaction matrix， making the load curve optimal; then optimizing the time-of-use power price of the generating side， forming linkage price between the generating side and the retail side and balancing the cost benefits of generation company and power supply company. The case shows the classification optimizing model proposed can distribute the benefit and risk of generation companies and power supply companies derived from implementing the time of use power price and make the measure be implemented smoothly in return.
